Waging a good war well: necessary
Waging a bad war well: possibly forgiveable
Waging a good war badly: sometimes inevitable
Waging a bad war badly: unforgiveable. And present policy.

Of course, this is given that “bad war” includes “illegal war started for bogus reasons”, and “badly” includes waging war without accurate intelligence, a campaign plan or adequate funding.
